This memorandum to the memberships of both the Legislative Conference and the United Federation of College Teachers came from the presidents of the two unions, Belle Zeller and Israel Kugler respectively. The memo announces the merger agreement between the two organizations, and calls on the members of each union to vote in favor of a new, single union to encompass all faculty and staff in CUNY. The measure promised to end conflict between the two groups that stretched back nearly a decade. The members of each union overwhelmingly voted in favor of the merger, which officially took place in April 1972.
